The Milton Keynes branch of the Inland Waterways Association (IWA) aims to unite the community in an effort to save the image of a train painted on a wall adjacent to the Grand Union Canal, next to The Secret Garden in Wolverton.
Parts of the mural, which was created by the late artist Bill Billings in 1986, have been covered in graffiti and the bricks of the wall it is painted on are crumbling due to frost damage.
Peter Caswell, branch secretary, said: "Unfortunately over the last 18 months some considerable graffiti damage has been done and more recently two gates that had the mural painted over them have been ripped off their hinges, so we've now got a bit of a gap.
"One of the gates was recovered by British Waterways from the canal and the whereabouts of the other is not known.
"We want to bring this to the attention of the local populace so we can hopefully attract some people - including those who may have worked on it originally - to come on board and help us restore it."
The IWA hopes to gain support for the project and then apply for funding from the Heritage Lottery Fund.
The group aims to complete a full restoration of the mural and find a way to protect it from further damage to preserve it more permanently for future generations to enjoy.
Mr Caswell added: "It's quite a historic part of Milton Keynes.

"We think it aught to be preserved for the enjoyment of people on passing boats and the people that are using the canal generally."
Bill Billings, who died of a heart attack aged 69 in December 2007, created the mural working with disadvantaged young people as part of a scheme to improve the canal side environment.
The IWA is calling for the owner of the wall to contact them.
It also hopes to get the mural included in Wolverton's heritage trail and to get local schools involved for pupils to learn about the mural's history.
